Position
The Position as Representative Institute for Citizen
- Since Local Council is constituted by its members elected by the citizen and discuss the opinion of the autonomy entity and make the decision, it is positioned as its representative institute.
The Position as Decision-making Institute
- Local Council is positioned as the decision-making institute to finally confirm the opinions of the self-governing entity relating to the policies and law making of self-governing entity, the impositions of the citizens, and the operation of other self-governing entity.
The Position as Self-Lawmaking Institute
- Local Council is positioned as the self-lawmaking Institute in chare of enacting the regulations. It appears that Local Council’s exercising the self-law making rights is to take charge of the most basic function.
The Position of Execution, Observation Institute
- Local Council is also positioned as the execution, observation institute to supervise and monitor whether the decided items are performed as they should stand by its execution body, including the statuses of the representative, decision-making, and lawmaking institute.
The Authority
Local Council participates in the decision making rights such as the policy execution in the enactment and amendment of regulations or the abolition, the discussion and confirmation of budget and the settlement approval, the agreement and acknowledge of important articles, etc., and through the audit on administrative work and the inspection activity, it has the rights to control over the administrative execution. In addition, it has autonomy rights, voting rights, administrative settlement rights, opinion expressing rights, documents requiring rights, attendance requiring rights and questioning rights, etc.
Thus, according to these rights and the rights regulated in other laws and regulations, it processes the items included in them.

Decision Making Rights
- Enactment of regulations, discussion and confirmation of budget, approval of settlement
- Approval of issuing local bonds, approval of acquirement and disposal of main assets
- Installment, management and disposal of public facilities
- Other laws and the items decided by regulations.
The Position as Decision-making Institute
- It can audit and inspect the administrative works of self-governing entities and if necessary, can check the fields, and also require the documents to be submitted as well as the concerned governor and public servicemen to attend, witness or state.
- Audit : Whole administrative work within 7 days during regular council every year
- Inspection : Particular items, after the decision of this council (Occasioal)
Petition Accepting Rights
- The rights to accept the petition, submitted by the regional citizen after more than one council member recommends, and to process it.
Autonomy Rights
- Regular council and emergency council calling, its opening, adjournment , Session deciding
- 会Enactment of related regulations to council operation including council regulations
- Electing rights to president and vice-president and the decision making rights of distrusting them
- Decision making rights to council member’s qualification, punishment, etc.
- Rights to constitute the committee and to propose bills
